What to record when a casino closes an account or withholds a balance

An account decision and a money decision are not the same record. Preserve the status, classify each part of the remaining balance and ask how the operator treated it before moving the case into the appropriate complaint route.

The short answer

Record the closure and every balance line separately

A business may decide to restrict or close an account, but that decision alone does not explain whether a deposit, cash winnings, restricted bonus funds or a pending withdrawal was returned, retained, removed or remains under review. Ask for the status, cited term, affected transactions and balance treatment in neutral written language.

Preserve the record before access changes again

  1. Save the notice. Keep the full closure, restriction or suspension message with its sender, date, time and case reference.
  2. Save the account view. Record the displayed status, separate balance lines, transaction history and any pending withdrawal while they remain accessible.
  3. Save the governing terms. Keep the account-closure, verification, bonus, withdrawal and complaint terms that applied, including the URL and capture date.
  4. Save earlier submissions. Record what information was requested, what was supplied, the secure route used and the acknowledgement.
  5. Keep originals private. Store unchanged records securely and prepare separate redacted copies only for a verified complaint route.
Do not bypass the restriction: do not create another account, change identity details, use another person's account or use a VPN to regain access. Those actions can create a new dispute and weaken the existing record.

Use the operator ledger and saved balance view. Do not label an amount as cash, bonus or confiscated solely from memory or a single combined total.

UK Gambling Commission and CMA balance protections described below apply within the British licensed sector. They are not a universal rule for an offshore operator.

What an account closure can and cannot establish

The Gambling Commission says a business may close an account for several reasons, including risk of harm, a suspected terms breach or a risk to the business such as money laundering suspicion. A business should act according to its clearly stated terms.

That general position does not show why a particular account was closed, prove that the customer or operator acted wrongly, or decide how a disputed balance should be treated. Keep any allegation as an operator statement unless independent evidence establishes more.

Use a neutral reason and balance-treatment request

Status: Please confirm whether the account is restricted, suspended or closed, and the effective date.

Decision basis: Please identify the applicable term and version, the affected transaction or conduct and the part of the decision you can explain.

Balance: Please list the recorded deposit balance, cash winnings, restricted bonus funds, pending withdrawal and any adjustment separately.

Treatment: For each balance line, please state whether it is under review, returned, retained, removed, cancelled or released, and provide the supporting transaction reference where available.

Outstanding information: If further information is required, please state the document or information, purpose, date range and secure submission route to the extent you can lawfully do so.

Complaint record: If this must use your formal complaints process, please acknowledge it, provide a case reference and identify the next stage.

Remove fields that do not apply. Do not accuse the operator of theft, fraud or unlawful conduct from the closure alone. The request seeks a reproducible record, not a guaranteed explanation or outcome.

Allow for legitimate verification and anti-money-laundering limits

The Commission says unusual activity can lead to checks and that a business should not hold money unnecessarily. Its 2024 withdrawal expectations say customers should normally receive reasons for a restriction or non-payment, but knowledge or suspicion of money laundering can limit what a business may disclose so that it does not tip off a customer or prejudice an investigation.

Current casino anti-money-laundering guidance can require a relationship to end where customer due diligence cannot be completed. It also explains that repayment of deposited money can depend on the necessary legal consent where a report has been made. This does not validate a specific operator decision, create a universal release time or justify evading a check.

Keep the request proportionate: ask what can be explained, what remains outstanding and how each balance line is recorded. Do not demand confidential risk rules, attempt to discover whether a report was made or coach a response around compliance checks.

If the exact operator and domain are UKGC licensed

Verify the legal operator, exact domain and current licence through the official register before relying on British requirements. UKGC guidance says its licensees should not hold money unnecessarily and must keep deposit and bonus balances separate. The CMA says firms should not confiscate customer funds because identity documents were not supplied within a particular period and should attempt to return funds before dormant-account charges apply.

If the operator is offshore or cannot be verified

Do not transfer UKGC duties, complaint times or ADR rights to a casino that is merely accessible from Britain. If no safe operator or authority route can be verified, record that result and stop. Do not send identity documents to a copied address, pay a release fee or make another deposit to keep the complaint moving.

A focused personal information request may support the record

Where UK data-protection law applies, the Information Commissioner's Office says a person can ask whether an organisation uses or stores their personal information and request a copy. A focused subject access request can name the account identifiers, date range and specific personal information needed, such as account-status messages or transaction data.

This is not a substitute for the complaint and may not return complete internal documents, other people's information or exempt material. The ICO says organisations usually respond within one month, but its public guidance is under review following the Data (Use and Access) Act and circumstances can affect the response. Do not present this route as available against every overseas operator.

Avoid further exposure and recovery scams

Contact the relevant bank, payment provider or public authority promptly if there is an unauthorised transaction, identity misuse or suspected impersonation. No complaint or reporting route guarantees recovery. If the situation is encouraging further gambling, stop and use the safer-gambling support area.
